Conservation Commission Green Lights Summer Street Repaving

Acting DPW Director Adrienne St. John and Environmental Engineer Kristen Dowdy addressed the Conservation Commission on June 12 to request a “determination of applicability” with regard to the wetland impact of two road repaving projects, one in the Bandera Drive area and the other in the Hillside Avenue/Springs Road/Hancock Street neighborhood. Some reconstruction of drainage infrastructure underneath the roads is anticipated as well as general resurfacing. “We will pulverize the roadway—grind the existing asphalt—line with gravel and then repave in two [layers],” St. John explained. “The roads will be gravel for approximately 3-5 days, weather depending. Once the first layer of pavement goes down, it will be probably a couple of weeks before the second layer.”

Dowdy then described what erosion control practices would be used to protect the bordering landscape. “We come to you about the parts of this year’s paving projects that are within the 100 foot [wetland] buffer,” Dowdy said. “We’ll build several silt fences where appropriate: one off the end of Bandera Drive, a second near the intersection of Hancock Street and Pine Hill Road; a section on Springs Road across the street from Anthony; another where Hunt and Hamilton come together; and then potentially at the corner of Wayte and Hancock, although that’s mostly a grass lawn and the wetland may not actually approach that [area.]

“If there’s any drainage that needs repair, this is a good time for us to do it,” Dowdy added.

St. John and Dowdy shared photographs of the streets involved in the projects, noting the visible deterioration of Bandera Drive that is evident in the snapshot.

Both the Conservation Commission and Conservation Administrator Elizabeth Bagdonas agreed that the DPW provided all of the necessary information. Work on the projects will commence after July 1.
