Prep for Special Town Meeting ~ Tuesday, November 13 ~ in the BHS Auditorium at 7:30 pm

All registered voters are invited to Bedford’s Special Town Meeting on Tuesday, November 13 at 7:30 pm in the BHS auditorium, 9 Mudge Way. Sixteen articles of business before the town will be discussed and voted. While it is anticipated that all articles will be decided in one night, a second session will be held on  Wednesday, November 14 if needed.

To aid voters in preparing for the meeting, The Citizen offers links to background on several of the warrant articles over time and offers links to those reports as well as others for deeper background.

Copies of the warrant were mailed to each resident, and an electronic copy is provided in the link below along with the Finance Committee recommendations that will be given at the Town Meeting.

Article 2 – General Bylaw Amendment – Amend Historic District Commission Bylaw to Authorize Solar Panels Within the Historic District

Article 3 – General Bylaw Amendment – Cable Television Committee – To determine whether the Town will vote to approve the following amendments to the Bedford General Bylaws, relating to the Cable Television Committee:

Article 7 – Carleton-Willard Village Conservation Restriction Amendment – To determine if the Town of Bedford acting by and through its Selectmen will vote to approve and accept an Amended and Restated Conservation Restriction on property owned by Carleton-Willard Homes, Inc., Old Billerica Road, which will replace the Conservation Restriction recorded in Middlesex County South Registry of Deeds in Book 14366, Page 209, as amended, and vote to authorize the Selectmen to petition the Massachusetts General Court pursuant to Article 97 of the Amendments to the Constitution of the Commonwealth of Massachusetts for legislation to permit the Amended and Restated Conservation Restriction to replace the existing Conservation Restriction as Amended, which Amended and Restated Conservation Restriction will remove approximately 1.86 acres of the land subject to the existing Conservation Restriction as Amended and add 3.34 acres of additional land to the Amended and Restated Conservation Restriction, thereby resulting in a net gain in conservation value, or take any other action appropriate thereto.

Article 8 – John Glenn Middle School Design and Construction Document Bond Authorization – To determine whether the Town will vote to appropriate $126,000, or any other sum, to pay costs of the schematic design of additions and improvements to the Bedford High School, costs of construction documents, and the payment of all costs incidental and related thereto; and to determine whether this appropriation shall be raised in the tax levy, transferred from available funds, borrowed, appropriated from the Stabilization Fund, or by any combination of these methods; pass any vote or take any action relative thereto.
