State House Hearing Tomorrow: Sen. Barrett’s Bill, S.1747, Act Combatting Climate Change

Mike-Barrett-logoThe Massachusetts legislature’s Committee on Telecommunications, Utilities & Energy will hold a hearing on Sen. Michael Barrett’s bill, S.1747, An Act Combating Climate Change, in room B-1 of the State House, at 1 pm on Tuesday, October 27.  Senator Barrett expects that top economists, local business people, faith leaders and statewide environmental groups are expected to testify.

According to Senator Barrett’s office, the bill puts a fair price on dirty fuels that make people sick and harm the environment. The cost of this damage is not reflected in today’s prices, which leads to overuse. A carbon fee changes all that:

  • Each of us pays a fee, but only to the degree we cause the pollution by consuming the fuel.
  • Basic economics kicks in. We’ll respond to the fee by cutting back. Good news: as we use less, we’ll pay  less.

The system is “revenue-neutral,” according to a fact sheet produced by Sen. Barrett’s office.  The state doesn’t keep the money.  Instead, it’s rebated to residents and employers

Fees are levied on fuels that emit carbon dioxide, driver of climate change. Due to the higher price, demand goes down. And so does CO2. The fee has done its work. Proceeds are then rebated equally to everyone. Less $ goes out of MA for imported energy. Which means more $ remains in -state to create

Progressives can support the Barrett bill because it’s not regressive.  It doesn’t put an unfair burden on the poor. “Net impacts are progressive … by income group.” – conclusion of the MA Dept. of Energy Resources report. Conservatives can support it because it doesn’t grow the size of government.  Legally, it’s not a tax. “I’ve said repeatedly that I will not raise taxes.” – Governor Charlie Baker

How the Legislation Will Affect You:

  • Use more energy than average, and you pay more in fees than you get back in rebates.
  • Go green — use less than the average — and you actually make money!
  • The Barrett bill sets fees at $10/ton of CO2 in the first year.
  • Fees increase $5 per year until they reach $40/ton.
  • $40/ton of CO2 translates into $0.36/gallon of gasoline, but …
  • At $40/ton, each resident receives a $225 annual rebate.
  • On average, the bottom 60% of households come out ahead.

By the Numbers:

This is a bad piece of legislation that will hurt the middle class and the poor who can’t afford new fuel efficient vehicles and or drive trucks to support their trades. They also cannot afford to spend large sums to retrofit their homes and their heating systems. Its also bad for Massachusetts business especially manufacturing companies that are energy intensive that provide better paying jobs. This would force them to move out of state. A far better approach is to increase incentives for energy efficiency and also include incentives for conversions from fuel oil to natural gas conversions.

Natural gas is no longer an option if we want to provide a livable climate for our children and grandchildren. Yes, increasing incentives for energy efficiency is very important, but we also need to pursue every possible avenue to combat catastrophic climate change in the not too distant future. There is a World Climate Simulation game (created by MIT) being offered at First Parish on Dec 13 @ 1:00 if you are interested in finding out how world climate and our actions affecting it will directly affect many countries.

This is insane we need to stop this bill and others like it just another tax they want to place on American citizens!!
