Plans for a subdivision on a 4.65-acre parcel at 29A Chelmsford Road were presented to the Planning Board at an open hearing on July 11, 2013. The plans provided for four house lots accessed from a cul de sac named Frances Lane. The stub of the access road is already in place.

The plans were prepared by Keenan Survey of Winchester and presented by Frederick Russell, consulting engineer, of Wilmington. The applicant and owner of the subdivision is Onivoi, LCC.

To accommodate excess ground water in a 100-year flood plain, an easement is being sought from neighbors Richard and Judith Farina, who attended the meeting. The easement would provide space for a below-ground catch basin system which would collect and disperse the run-off. The two easternmost lots may require Conservation Commission review, according to Russell, because a portion of that area is wetland.

Yakov Kogan, owner of a property at 30 Chelmsford Road, asked if this development might interfere with his future ability to develop his five-acre parcel across the road. His concern was that the road into the Frances Development could prohibit an access road into his property. Though not taking a position, the Planning Board members said they could not see any reason why it would be a problem.

The question of whether sidewalks were necessary was raised since there are no sidewalks on Chelmsford Road. Some board members wanted to reduce the amount of impermeable surface that would prevent water absorption; others saw safety as a primary concern, depending on the width of the road. Richard Iovino, the owner of the proposed development, said he is willing to add sidewalks if requested.

Because there is another road in town with “Frances” as part of the name, the Board requested that another name be considered to prevent confusion in emergencies. The owner suggested he might choose “Isabella Lane.”

The Board asked that mature trees on the property be preserved as much as possible and that landscaping designs be developed. The hearing was adjourned to July 30.
