Short Takes from the August 14 Planning Board

August 17, 2018

In addition to their main conversation, the Planning Board addressed other issues at their August 14 meeting.

The Planning Board returned to a previously-considered request for an Aquifer Protection Special Permit for 1 Patriot Place. A life-science company called Homology wants to install a 1,000 KW emergency generator to provide for continuously reliable electrical power.  The proposed generator would be powered by an internal 2,000-gallon diesel fuel tank.  The site is located within the Aquifer Protection Overlay District, and the fuel storage requires a special permit.  The Selectmen are the special permit granting authority for this district and the Planning Board’s role is to make a recommendation to the Selectmen. Some board members are concerned about security, such as making sure bollards surrounding the installation would protect it from road accidents. The board took no action; it is anticipated the issue will come before the Selectmen at some point in September, but the Planning Board can make its recommendation before then.

In a separate action, the board also continued a public hearing on 52-54 Middlesex Turnpike. The owner wants to add parking by reducing some front landscaping in a way that requires an Industrial Mixed Use Special Permit. While board members have some sympathies with the property owner’s plan, they question whether an exception can be made for current rules. Also, the fire department is concerned that under the new parking scheme fire trucks might have difficulty getting in and turning around as required. The public hearing will continue at the board’s September 11 meeting.

The board unanimously agreed to release lots on Hosmer Way as part of the Springs Road PRD.
